Ill Will Bugged?

So I finally completed "Ill Will"

For some reason you need to have the item equipted to use its effect, but the stats on the item are very bad, and I thought the major effect of the item was to use its concentration slotted ability and take it off.

Also it says "Whenever you are healed" but my heals do not seem to be effecting it's proc rate.

The "Necklace of Woven Flesh" is alot easier to get and also gives double the health and can be used and taken off, so I think that either this item or Ill Will is bugged.

So, after the mending adorns got nerfed, are you going to go ahead and post about every broken-good item to ensure that they get nerfed as well? There goes my free 500 HP. Thanks, man!

Its an exploit to make the following items work when not worn:

I'm sure there are some others as well, but everyone seems to be exploiting these to the point that it *must* be known by SoE, they've just chosen not to address it.

*EDIT* - Maybe they are that out of touch, item list removed.

The item does what the description says. It's like a 300-400 heal only if someone else heals you.

Not worth it for your soloing epics.

I figured blood rage/all my other heals would proc it.

Someone else has to heal you. Does not apply to self heals.
