All it takes is time and practice, really.  I've been PSPing for nearly 3 years now, and I'm still learning something new with just about every graphic I make, whether I stumble across it accidentally or try a new technique I read about on a website somewhere.  Most of all, I just try to have fun with it.  If it's not fun, what's the point?  SMILEY

I made myself tinker with it, though, and pretty soon I was turning out simple layered graphics with simple effects.  As I gained confidence, I tried my hand at some of the zillions of free tutorials out there, and I soon felt comfortable enough to start offering to make graphics for other people.  ...And here I am now.  SMILEY

Seriously, you can't be afraid to play with it.  Start with a blank graphic and try the picture tube and text tools first.  Then venture into the Effects and Adjust menus.  Pretty soon you'll be hooked like the rest of us.  SMILEY  There's no way you can break the program, so dig in and have fun!
