Zone bugged before completing Sig line

It seems like the zone may be bugged before you complete the Sig Quest line. Ran it twice before getting to the step of the sig line that makes you run it and both times + the time I ran it for the Sig line the Tempest was up when I got to the middle of the ship. Just ran it again after completing the Sig line and the Tempest didn't pop untill I had cleared out the rest of the named in the zone.

Over all not to bad. I will agree that the XP is teribad for all the solo zones. That combined with the low XP for quests is making it less than pleasant for me to figure out how to get to 95 in Beta. I'm 82% into 93 with all quests completed and now have to just grind out the rest and 2% per solo zone just doesn't cut it.
