Pirate's Spin would better serve as a harder hitting, but single target proc, rather than an encounter proc.    More along the lines of the Brigands Highwayman's Advance.  A large encounter might offer "potentially" more short term damage, however, in the long run the hard hitting single target will always win out in the end, because it only needs a single target to reach its full potential.

Here's a side by side comparison.

Pirate's Spin  (0/3) ranks   : Passive Spell

On any combat or spell hit this spell may cast Pirate's Spin on target of attack.  Lasts for 10.0 seconds.  Triggers about 2.0 times per minute.

Decreases Damage Per Second of target encounter by 20.0

Inflicts 2726 - 4543 slashing damage on target encounter

Highwayman's Advance (0/3) ranks : Passive Spell

*On any combat or spell hit this spell may cast Highwayman's Advance on target of attack. Last for 10.0 seconds. Triggers about 2.0 times per minute.

*Decreases Attack Speed of target by 20.0

*Decrease Damage Per Second of target by 20.0

*Inflicts 6811 - 11351 disease damage on target.

There would need 3 constant targets, all the time, in order for these two abilities to be close in dmg output.

The swash version is far and away the less desirable version.  If left as an encounter id like to see the damage boosted a bit or the proc rate raised to bring it in line.
