This is the second new weapon Ive had that is almost unusable because it misses most of the time. Will I have to level my toon to get better with it? Its orange now. Or do  I go up against lower level  challenges to improve it. If its both; which works better/faster. This time the weapon is a staff. Swords seem to be fine.
Very frustrating; I sold back a previouse weapon for a few silver that I paid 71 silver for because I was having the same issue. You think you have a great upgrade and its usless.

I've had this same problem.  Started out using a long sword, found a cool spear around level 18, couldn't hit worth a darn.

I practiced on Green and Grey mobs for a few hours to get my skill up.  Hint: pick a mob that hardly ever hits you, but is tough enough that you don't kill it too quick and never use your special skills (only auto attack).   You get skill-ups even when you miss.

Good Luck.

If you want to practice a new weapon skill, buy two cheap versions of the dual weild type, and go to town on greys. For example I used two bo sticks to bring up my crushing. Also pratice your ranged attack. At level 50, with an imbued cedar bow I've nuked for over 400 on the inital pull.

check you skills. I had this problem when I got a new hammer. My slashing skill was maxed but my blunt skill was almost 0. I had to use it against greens for a long while to get it to hit. The same is true with piercing. I just got a new dagger and am using it to keep my piercing skill up to snuff.                                                                    Tobann

best way to do it is yes, to get low lvl dual weild weapons, and then fight gray ^^. you wont have any trouble killing them, but the wont do you any real damage. plus, they last longer then regular mobs

same thing here, i got a nice sword and couldn't hit the broad side of a barn... from the inside.  I noticed that my slash and crush skills were crap because I had been using mostly pierce.  I bought a decent DW mace and sword, and used those whenever I didnt need a shield (my 1hander was a pierce).  Once the skills cought up, I was able to hit anything with any weapon, np.  Was a pain to get them up at first, but glad I did it.

Its worth mentioning that it is a good idea in general to try to keep all your weapon skills up fairly close to your level - eventually you are going to want to have that flexibiltiy if you either get a new weapon or come up against a raid monster that is immune to a certain damage type.  Might as well plan ahead. I recently had to raise my piericing skill up about 170 points - talk about painful.  But I got a couple of fast, duel wield butter knives and went to town on a grey^^ for a couple hours and slowly got it to a useful level SMILEY

some more fun tricks: Entrench the mob, that will give them more physical resistance so they don't die as fast. Need crushing? Unequip all your weapons and punch the sucker. Ditch that shield, you don't want avoidance, you want more parry!! Activate haste if you have it! Go for the healers, they last longer! (when entrenched). Prepare for some strange looks from your peers!! I had some 1-2dmg 1.2second clubs in feerott by the bell and people were REALLY confused SMILEY

Thanks guys took me less than an hour to fix things. Dual wielding greys and greens did it. Didn't need to do anything hit attack than went for coffee.

BTW when this first happened before I wrote a ticket. The advice was to bug it and no they would not reimburse for a bugged weapon because all sales are final. Arn't they allowed to give gameplay advice. I wasted money getting rid of a nice weapon.
