10% Broker Commision

Searching the broker today i have seen that some players in South Qeynos get only charged 10% commision on Broker sales, not the usual 20%.

Can anyone please explain this ?

This is the 3-year veteran reward. It halves the commission - its very confusing as it's not really stated as such on the actual item or on the broker but I believe this will be fixed within the next update.
