"You're talking of just levelling up, I'm talking actual usage.  Provisioners are constantly making products due to them being one of the only classes that their products need to be repurchased again and again and again.  Once they are making T8 food/drink for people, their root usage is next to nothing.  On tiers 1-7, I'd be willing to bet that the usage is fairly even between the classes.  If you looked at all of the tiers, I bet you'd likely find that between woodworkers (arrows) and provisioners, they use more resources than all of the other classes combined. Well .. Personally i think the harvesters are 3 ameneties we can do without .. The way they are currently constructed they simply arent worth 3 slots . TBH they really are not needed in any case . Provisioners can just kep their main personal stock on them .. keep in mind that provs. do not use the extra materials like other crafting classes do, like Rares and imbue material . ( at least not in any big way ) provs. will simply clutter up the vault really fast with nonessential berries and what have you . After having experimented abit with the space in the harvest vault it seems more than feasible to have all tiers of normal stuff in that space IF provs. stick to having only a few of their main materials in there .. like t8 berries and Prawns.. To give up that huge freedom to make a prov. happy seems abit unfair imo . Just keep the rares and the imbue stuff on you and you can have everyone happy anyways.

In the end it will surely also depend on individual guilds . Some guilds simply do not allow lower level players some do and some arent highlevels. They come in all shapes and sizes. They will have different needs to. Maybe some will even allow all their space to be eaten up by hungry provs. hehe. 

Some things should have higher priority than this for sure and as the devs have allready stated there will be room for more improvement in later LU's and expansions. For now I just think that the addition of this huge space is a great improvement and will encourage guildies to craft in the halls and in general improve on the social aspect EQ2 wich it has been deprived of since launch.

   so far i love it i like all the quest in one area and how big the zones are just dont like going without my poi

I was under the impression that when you upgraded from a lower hall tier to a higher one, the money in the escrow account could be used to pay for the upgrade. Tonight we tried upgrading from the T1 to the T3 and were unable to upgrade to the hall without the plat actually in our possession. Am I mistaken on this? or should we be able to use the coin from the escrow account to purchase an upgraded hall?

The purchase of a guild hall always comes from the inventory of the guild leader who is buying the hall.  I presume that is stiill true if you buy a second, third, etc.

I know that the first purchase does, but I thought I read somewhere that upgrades came from escrow first. Since this doesn't appear to be the case, now we need to have guild members deposit to the guild hall for upkeep, as well as make donations in the guild bank for future hallup grades.

Well, in the original example, upgrading a T1 hall to a T3 hall, assuming you get full purchase price back (do you btw?), by not having the price of the hall sold going towards the purchase of the new one, the difference now is that your guild leader must have 1,000pp on his person instead of 950pp. In that particular case I fail to see what the big deal is. Probably the biggest difference would be upgrading from a T2 to a T3. In that case he has to have 1.000pp on his person instead of 750pp. In any event the money is not lost. If you are upgrading halls the purchase price of the old hall is still in escrow to pay for additional amenities or worse comes to worst, upkeep. So you will need that money there anyway sooner or later.

Their purchase mechanics may not be the most elegant ever created but they had a lot of bases they were trying to cover and they were hamstrung to some degree by elements they inherited from the housing system.
