I'm coming up on 25 and I'm just wondering if Rescue works on all mobs in the encounter or just a single target.

Well im sure it raises your hate level by 1 - for whichever mobs have your ally targeted. As its a 30 min recharge havent had much chance to use it or notice its effects yet

No, it's a single target, and implied targeting hasn't worked when I have used it. I've had to select the specific mob I want to increase my hate for, then use the power.Each time I have used it though the mob jumps right on me. Very useful for when you get an add which is counted as a different encounter for your AE taunt and your healer builds up the aggo.
