I cant get Sentinels Fate expansion to load

I just bought the expansion and am trying to load it. I currently have the last expansion loaded. When I put in disk one and click set up it asks me to give permission (vista) then it opens the installshield. It then gives me 3 options, modify repair or remove. There is no option for install. If I click modify it shows check boxes for eq2 and shortcuts. If I click eq2 it modifies it somehow and comes back saying it finished performing maintenance operations on eq2- sentinels fate but nothing installs. If I put in disk 2 it just asks for disk one.

How do I get this to install? Do I have to remove the files already installed?
