Debuff, attack speed or stats

Just asking here for all the Veterian Defilers. What is best to start with. I normally preward, then hit stats. but I am told its better to debuff the attack speed first.

Any suggestions on which gives the best bang for the buck?

It depends I'd think. Personally in fights I start with the stat debuffs as they help everyone else land more stuff on them and hit the speed debuffs last.
