casting speed

Can anyone tell me who is the fastest caster class wise for healers,, mystics , templars, wardens , deflilers, inqis.

and are there any good otems that help you cast heals faster?

Druids (Wardens and Furies) are the fastest casters amongst the healers.

Also remember that the Int line for Clerics (Templar and Inquisitor) can increase your casting speed.

As far as items go, they're almost entirely a high level thing. The first significant one you can get at lower levels would be something like the Crimson Robe of Alendine from Terror in Shard of Fear at level 70. There'll be small values of cast speed on things from RoK gear on forward. One I usually encourage priests who are just starting raiding to get is the Hoop of Fire Worship from the Najena Lab Equipment collection, which is an earring with 4 cast speed haste.

The lvl 69 piece EoF legendary set gives 33% casting speed... which would be great if you could actually get that gear anymore, but it mostly drops out of zones nobody does anymore... and most of them are no Trade so you have to get them yourself... IE: castle mistmore, Estate of Unrest etc etc
