Like the subject says, currently on test if a spell gets resisted or a ca misses there is no recast. I'm assuming this is a bug.

Yeah, sounds like a bug to me. If a CA misses it should trigger the full recast timer. If a spell misses it should trigger a 3 second recast or 1/2 the recast, whichever is shorter.

why should a CA receive a full recast time and not a spell?

because melee are still in there to auto attack where as mages really don't have the advantage of auto attacks.
