Problem to start "An Ugly Bounty" quest in Fens of Nathsar

I have problem to start this quest, "An ugly bounty" in Fens of Nathsar. I discovered has this quest about half way finishing in Fens; however, when I tried to click that "paper clip" on the wall outside tower near rhino, it doesnt work ! The paper is not highlighted, I just cant click it no matter how I do.

Originally, I thought it might be due to factions, then maybe due to class, level. However, I tried to use another char ,same result. I also asked around, but never heard anyone has this problem as mine.

So, anyone has this difficulty ? and if so, how u fix it? Is it related to graphics ?

Ugly Bounty's the third in a series that starts with Anda in Kylong Plains (up on a ledge in the Ryjesium Peaks overlooking Dreg's). If you haven't finished the first 2 quests, Ugly Bounty won't be available to you.
