Stuttering = ram problem?

I was running 2 gigs of DDR2 ram at 5-5-5-18 timings, I overclocked the timings on my to 4-4-4-12 and the "Stuttering" almost dissapeared, I still get it every now and then but before it happened like every 10 seconds.Anyone else notice something like this?
