Why are T7 arrows level 57?

This is one of the reasons ranger dps has fallen. We are using t6 ammo for our auto-attack. I fail to see why t7 recipe gives us t6 arrows? In order to get the most out of this ammo, we must use a t6 bow - RC or Bylze. If you use a t7 bow, then you are gimping your auto-attack? Is this an oversight?This was posted in the combat section as well. Please feel free to lock that one and leave this one open as I think it is a better forum.
