as it is now, at 8 points, it Decreases targets Recovery speed by 45% and Increases Casters recovery speed by the same amount.

 I dont see what this does for bruisers...now.. if this was Recast speed.... it would actually be an AA worth having. anyone know if it was intentional making it Recovery instead of Recast?

Yeah, recovery speed never really perked up my ears. Recovery speed is .5 seconds. Of course less is more, but percentage mods against low numbers is lukewarm at best.

If your weapon is haste capped and/or you spam arts, it lets you miss less auto attacks.
