Quest armor in qeynos?

I was playing my (evil) alt and I saw someone with some class armor, he was around 25 iirc. I asked him where he got it and he told me what npc in freeport etc.

I would assume we have a counterpart in Qeynos, but can anyone tell me what or where?

Visit Ian in Qeynos Harbor. He's actually not by the harbor itself, he's near the first building on your right as you run under the gate to the clock area.
