Dinner on the roof?

WIth the aid of the Gnomish Spring-loaded Stilts, I was able to get on top of the inn in East Freeport (I'm curious and I like looking at everything). I hung around for a little bit, then noticed something on the roof. Upon further inspection, I see.. it's.. a bowl and a spoon?Who was eating dinner up on the roof?
