Cowl of the villian, where does it drop?

(( From the final mob in Vaults of El'Arad, Barren Sky instance.I think the mob is called Korgo the Vault Keeper, but don't quote me on that.Hes pretty darn tough for a group of 70s, but not hard nowadays with t8 characters running around.
