This tends to happen to me at least once per night when raiding, sometimes more sometimes less. I will have all my buffs up for the group - Brias, Aria, haste, deagro, str/agi along with the 3 buffs from the WIS AA line. It seems to be random on the person/class moved into the group but all of a sudden I will notice that Brias, and DKTM have both dropped. Has anyone else noticed this issue before? I have sent in /bug reports about it before but never seen it mentioned on here.

And just so people dont say the obvious the person moved into my group is NOT another bard with the same spells up.

Yes, this happens a lot, regardless of class joining/leaving the group. The best bet (when initially forming at least) is to wait for the final grp makeup, then buff.  And then keep an eye on your buffs during raid as grp members are swapped.

[EDIT] Forgot to mention, Bria's is definitely the most common offender with this problem.

happens all the time to me mainly my managen and grp aggro debuff. managen drops the most and most of the time when our fury Onimaro get switched into my grp then he complains my managen is broke. bria's just doesn't like him.

It's a very common bug and it happens no matter who gets moved into what group, regardless if it's effecting yours or not.

The problem as i see it is when ppl are moved from 1group to another their buffs take a second to drop. When 2 of the same buff ,like bria's and DKTM is on anyone it knock down the first one to be cast. Quality of the spell doesnt seem to matter either as switching someone into a group from one with Adept3 Bria's can knock down a bard with m1 bria's.The spell that was cast latest always will stay up and the one cast first will drop.    People can only be switch out of combat so its really just an annoyance. Just remeber to check your buffs anytime groups are rearanged in raid (something you should probally be doing anyway.) Ballads NPU-Guk
