Hypnosis bugged?

Why does hypnosis only work when you are fighting?

Is this intentional or a bug, sometimes I click Hypnosis and it does nothing... sometimes you get a message saying "Certain enemies cannot be charmed.." but sometimes it just does nothing with no message in ANY chat channel saying why it wont charm.

It works every time in combat though. When not in combat it just seems bugged.

I think the ability is pretty useless anyway, arent you supposed to be able to single pull mobs with it ?

Aye. Sony did something on a recent update without making note of it. I used to be able to use Hypnosis as a pulling tool, but I cannot do it any longer. You can only use it once the enemy has you on their hate list now. So, we now have a near useless end-line ability converted into an almost completely useless one. Sucks. For some reason, I keep forgetting to /bug it ingame.
