There are very few times that I use either of these abilities... however few times are still times.   Usually if I'm soloing something hard, and I want to hold it off while I wait for Ignore Agony to come back up.  It's actually more usefull in duels than vs mobs, because you can fear someone off a cliff and have them die for real.... that is awesome.

I use it when I've already burned my Rescue, my fiancee's warlock has attracted aggro, and she just needs a couple of seconds to get off her last kill spell or a deaggro spell.  Its saved her life a few times.Thoral, 51 Bruiser, Mistmoore

I am not 70, but I use it regularly.  We have a long stun (recently nerfed a bit,) and a positional attack.  I usually use the long stun to get beside a monster and clobber it with the positional attack, but when the first attack is resisted, I use Fear to get the monster walking.  Inevitably it turns its back to me, and the positional attack is available.  I am nearly 60 and this still works well for me.  To keep it from walking completely away, I use the 100 Hand Slap, or its variant.  Inevitably, that breaks the fear.
