Have any level 40-50 monks out there had a chance to use this at adept III?  How well does it work?  What is the cut off point in terms of levels that it works against?

I don't have Adept 3 but I do have Adept 1 and 49, it's almost worthless. With the exception of a select few mobs here and there, pretty much everything sees through it in places like EF, PF, LS, etc.
 
The description at Adept 1 does say that it's usable up to level 35 mobs. I can't imagine that even an Adept 3 level would boost it up too much though, sadly.

I missed a chance to buy Windwalk Master 1 for only 50 gold the other day because I didn't have the cash on hand SMILEY

I have Wind Walk Adept 1, it was good on mobs up to level 41, then about half of level 42 mobs could see through. Does not work on anything 43+ at all.

wind walk is worthless. If you want to be able to solo move around with no aggro get yourself some jboots and a master stop heart skill, it will actually work against mobs, where as windwalk in the 40+ game is completely worthless.
