staff skill questions

Ok I am level 21 I finished the blue stone quest and have my very nice baton. Needless to say I can not use it yet as I think it requires a skill of 125 and at 21 I have 104 skill. My question how much does skill increase per level and when will I be able to use this nifty baton?

If i remember well i was able to equip the mighty Tonarim's Baton at lvl 29.8 (maybe lvl 30 )

Prety nice weapon SMILEY

coupled to a pristine etched fist wrap...my best blow is a 288 at lvl 31

Ugh 8 or 9 levels. Ok Now im upset. I should of figured when I received like 20% xp for the darn quest. All well ill keep it in my bank and dream......

You skill increases 5 per level (or 1 per mini-ding to be exact)
