LVL 20: Gaurdian Abilities (not given ?)

I was ready the "PRIMA: Official Game Guide" and under the Gaurdian section, at lvl 20, there were 2 new abilities listed. One of which was sentintel and the other being "Hand of the Just (E)". All classes have this 2nd spell at level 20 with an (E) next to it. Does anyone know what the (E) means and/or how to get this since when I hit 20 I recieved no such ability ?

Hand of the Just you have to buy, but don't waste your money its just a fluff spell and not worth the money.
