As you cann all see here going from general t2->t3

you loose 

2.4 casting speed

71 ability mod

while *only* gaining

1.1 crit bonus

0.3 crit chance

2.4 crit mitigation

and a near useless proc (stifle immunity unfortunately this expansion there are not many stifles)

summoner t2 -> t3

you loose

2.3 potency

while gaining

0.3 crit chance

2.1 spell reuse

2.3 crit mitigation

1 pet potency

useless proc

to adress this problem could you please change the proc into something usefull for SF ... likne stun or interupt immune ... or alter the blue stats to better realisze an actual item progression ?

Just double the ability mod and add reuse, potency, or maybe even just 2.4%+ casting speed.  While it does have a use or two, the proc is very situational, so just make the blue stats a clear upgrade, with the Hopeful Resolve proc as a minor little bonus.

Yar they just need to make the blue stats a straight upgrade, it's that way for every other piece of tier gear so I dunno why they wouldn't do it here.

The robes also get progressively less reuse, going from the one from Xilaxis. The Ice Dragonskin robe, aside from the proc is in many ways better than the Drape from Theer atm.
