What is refined cobalt for and where does it come from?

Examine window says "Refined cobalt can give your construction project a dark and menacing look"

It came from Frostfell '06 harvesting and was used to make the cobalt fireplace in frostfell. Since we (carpenters) now have those fireplace recipes that resource no longer dropped during Frostfell '07.
