Capture escapee's quest broken

There is a quest in Fens, on the bridge that you have to take the frog slave's and get them down to 20 percent health then use a shackle and shackle them.It does not work. No matter what you bring the frogs down to, you will get the message "you must get them below 20 percent health"

Did this quest yesterday with no problems. Was able to cast the tether at 20% and below. Just make sure you wait until it is actually less than 20% to ensure success- using a ui that shows percentages rather than the default helps a great deal.

Also, for future reference, you can but something in game with the /bug command
