Do the new newbie islands (Queen's Colony and Outpost of the Overlord I think) use the same map as the old IoR or do they get a new one? 
 
If they get a new one... are they different from one another or the same?

They are the same 'map' in as much as they have the same geography. They have new populations of mobs and NPCs, new quests, and new discovery points and area names now. The docks areas have been tweaked some and there's a boat on the dock where you leave the island. Haven't checked Queen's Colony but noticed that the tower on the Freeport side has statues of the Overlord in front of it now and bodies on pikes along the walkways. I suspect we may see more changes to make the two islands look more distinct while still keeping the same landmass.
