I logged on this morning and decided to whack a couple of mobs.  I was unpleasantly surprized when I cast ring of cold and it expired so fast that I was only able to cast immolation.  I quickly cast frozen manacles and was even more unpleasantly surprized when it expired after .5 seconds.  My next cast was tether - and again I was getting beat on after casting only 1 spell.
 
Here is the durations of the three spells:
 
Frozen Manacles .5 seconds
Tether 12 seconds
Ring of Cold 12 seconds
 
I cannot find any information on what the druation was prior to this morning.

Okay, one thing, the display on FM is wrong, the .5 is the time between the dmg effect and the root taking hold.  At least thats my understanding.

But moving past that, 12 seconds for a root that takes 4 seconds to cast, has a 45 second recast timer and takes 140 power to cast and has a chance of drawing outside encounter agro is absolutely insane.

If this is a nerf and not a bug then this is one of the dumbest things I've seen them do lately.  A 12 second root is nearly worthless, a 12 second root that takes 4 seconds to cast is almost completely worthless.  Add in the 45 second recast timer and this spell is nothing but a complete waste of power and time.

I can't imagine why any Warlock or Wizard would use it in that state. 

If you want to reduce the duration then you need to reduce the cast timer significantly.. 2 seconds Maybe.. and drop the recast timer down a large chunk and probably give them a small power cost reduction. 

If you intend it to be a last ditch try and get away type spell then make it instant cast, no power and get it over with.

I think its just silly that level 40-50 Warlocks and Wizards are running around using thier level 19 root spell still, and thats going to be thier only root spell after this change. 

If this is a bug.. fix it.. if this is a nerf.. please give these guys a break and don't do something stupid.

The display is not wrong.  I cast frozen manacles this morning (after the 11b update) and watched the root effect (the dark to light effect transition) wear off in less time then I could cast a followup spell.  I did not time it since I could not afford the aggro from the spell.

Sorry to break this to you but Frozern Manacles displays as 0.5 seconds on live servers too and it has for a long time.  It has nothing to do with this patch or update.

Doesn't mean they didn't break the spell worse then it already is live as well.
