I'm a 70 ranger and am finally getting around to upgrading some of my spells to Adept III.  Ready to do 8 of them right now; more later.  I have Triple Volley now, and devitalizing at M2. Can anyone suggest the most important priorities for upgrades?  For example, is it better to focus on the damage spells first, the stances, self-buffs, de-aggro?

This question really comes down to your style of play i would say.If you solo a lot just write down what your most common CA cycle is and upgrade that.If you raid or plan on raiding later on I definately recommend you put some moonstone towards your Self-buffs and your ranged damage spells (hard to say which will serve you best to upgrade first but with some luck and money you can upgrade them as u get the t7 spells i guess)On my server at least the self-buff Killing Instinct and the 2 debuffs are amazingly cheap to buy at master I level on broker (1-2 plat). Don't know if this holds true worldwide.Also remember the master II choice you will get (don't remember the level). I choose Focus Fire here as I thought it was optimal for me as a player that mainly raids. I don't recall the other choices to be honest but perhaps someone else can? SMILEYHope this helps

id go rain of arrows, selection, Focus, cloak of the forest, vines, veiled fire, rangers blade and possibly the other back shot cos that has a snare on it

First of all the rare is Spongy Loam for scouts, not moonstones, which make upgrading to Adept 3's quite expensive as they are currently ranging in prices from 1.5 -2.5 plat on AB right now.
 
Secondly I wouls just spend an evening playing your ranger however you do i.e. grouping or soloing and keep track of what CA's you use the most. Then I would upgrade as many of them as possible.
 
For me this includes the CA's:
 
Longblade
Ember Strike
Surveillance (very important hate debuff)
Vines (really nice heat debuff)
Cloak of the Forest
Veiled Fire
Triple Fire
Rain of Arrows

With all due respect, I disagree on the hate debuff upgrade for the average ranger... frankly I just don't think it's all that important. If you upgrade your ranged abilities and you start pulling aggro all the time, then yeah, Surveillance and Elude would be good. I do assume any ranger over 60 has an Adept III (or better) in Primal Agility, though - no reason not to.

My personal upgrade priorities were my ranged attacks and buffs first: Rain, Veiled, Culling, Amazing Shot, Debilitating (M2), Focus Aim, Killing Instinct, Selection, Triple, Precise, etc. By some fluke, I got Masters in both Rangers Blade and Emberstrike, but the Shrouded Strike line would be my only other melee priority. I also lucked into a M1 of Elude, but that wouldn't have been high on the list if it hadn't dropped for my group.

I also assume you've got at least an Adept III in Archer's Frenzy as well. If not, that's definitely as high a priority as the ranged attacks. Good luck. SMILEY

With master1 primal agility, rangers shouldn't be doing enough DPS to have real hate issues anymore.  Most tanks have decent single-target hate and that's where most of our damage is...  But you do want at least adept3 primal agility (it's level 53 and doesn't get upgrades)  You want to upgrade your hate skills but not until your damage skills are upgraded. SMILEY
 
Of course, if you group with weak tanks, then all bets are off...
