They are a master chest drop for the 30 to 40 lvl range.

12 agi, 12 str 35 health/power I think.

Master chest drops can occur anywhere and I believe they share the same loot table (for a given level range)

Well that really sucks. I had a chance to buy them the other day from the broker. In the 30 mins I was fumbling around for the money, someone bought it before me. =( Knowing that they are this rare, makes me a sad panda. =/
