Check the drop down menu in the crafting windows where your recipes are listed. Make sure it's on the first selection (I think it's "default"). You may be set on a filter preventing those recipes from showing.

Some recipes may not be at the tradeskill station you would expect.  I'd make sure you aren't near any station, and simply bring up the tradeskill window, without targeting a station.  You should then have a list of ALL of your recipes, so then do a search for the last word in the item you need.  So, if it's a forged chest guard, you would look for the word guard.  You should then have a list of all the items that have the word guard in them.  Just look for an item that's level 20+, and it should match the item in your writ.  You might see a slight difference in the name, but it should be almost exactly the same name.  Make one of the items, and see if you get credit for it.  If you do, then just continue making more.

There are dropped recipe books, but those are going to be advanced books, with recipes for rare items only.  You won't need to worry about any writs requiring any imbue items, or rare items.  The writs will only want common recipes, which you can pick up from the recipe merchant.  You won't need to learn your new books until your writs go up a set, usually it's level -0, -4, and -9, until level 80.  At that point, it goes every odd level, so -1, -3, -5, etc.  So wait until 29 before learning your books, that makes it easier searching through all your recipes for the ones you need.

You said you were doing rush order writs.  Rush order writs are timed, but as a result, they require fewer combines and give better rewards.  Are you doing rush order writs, or are you actually doing regular writs?  If rush order, then by now, it's expired, and you will have a new writ to have to do, with potentially a new item to make.  If regular, then you should have no problems with figuring out which item, using my suggestion, the writ is looking for.  Hopefully everything works out well for you and you succeed without any further problems.  Oh, and tradeskill forums is also a good place to post questions related to crafting, if this forum doesn't help.

Is that Armorer or Weaponsmith?

My level 34 Armorer doesn't have any recipies with "Forged" in the name but according to EQ2i (eq2.wikia.com) Weaponsmiths have a tradeskill writ called "Fast Forged Carbonite" (both normal and Rush Order)

As indicated by an earlier poster, the tradeskill writs all use the normal recipie books.

I find that "Unfiltered" is the way to go to see all recipies.  (For the current crafting station anyway)

Clicking on "Edit" in your Recipie Book window gives you a lot of filter options, if you scroll down a bit you'll find a list of Recipie Books, that's a good way to check that you actually have scribed all the essentials books up to your level.

Did you go back and check the trainer after reaching level 20? They only show you the books up to your current Tier.

Ok, this is getting wierd!

Neither my Armorer or (newly leveled up) Weaponsmith get asked for anything forged in the level 24 writs, just Carbonite {this or that} but EQ2i has Forged Carbonite {this or that} listed for the writs. Obviously it's been changed, but odd that you get the old version, what city are you crafting in?

Anyway, see if you have the plain Carbonite {this or that} recipie and try crafting that.

If that doesn't work, try crafting in a different city, Good or Evil makes no difference, as long as the guards don't kill you on the way to the crafting center, Kelethin, New Halas and Gorowyn are tolerant of characters of the opposite alignment, the merchants, bankers etc won't do business with them apart from for the crafting merchants, trainers, etc they but at least the guards won't try to kill them.

In addition to what was said above, I actually find it more helpful to use a custom filter when doing writs, at least for some crafting classes. I just create one called "Writs", and edit it each time I reach a new tier (x0, x4, x9 till 80 as said above). If you've never used one, click on "Edit" in your recipe window and then click "Clone". A new filter with the same name is created, so type over the name with what you want. Then scroll down to the Recipe Book section, and move through the list till you see the Armorer Essentials books. For doing your level 24 writs, click on Armorer Essentials 21, hold down shift, click on Armorer Essentials 24, which should highlight 21-24, then click OK. Then if it's still cluttered, I use an exclusion. Since, as stated above, you never have to do any imbuing or rare, I type "-imbu -bles" (usually only needed for Armorer, Weaponsmith, Woodworker, and Tailor would use -imbu) which will exclude everything with the word Imbued or Blessed. Then click Find (or hit enter) and only the things your writ will choose from will show. Just make sure you have scribed all the books for that level writ.

When you hit the next tier (29 in your case), use the dropdown in your recipes to find "Writs" or whatever you called it, click edit, and in this case just go down to the recipe book section and rechoose to get the new books, 25-29.

You can also drag the recipe from your book to your hotbar if you find yourself making a lot of something, but that's situational.

I actually just finished my armorsmith over the last double XP weekend so the writs and such are pretty fresh in my mind.  If I remember correctly, the FORGED stuff is just the Carbonite Chainmail _______ (Coif, Gussets, etc) .  If that is NOT right, there is ONE of the sets that does update the quest.  If is just is NOT labled forged.  I know it sounds odd.  But it happens on the other tiers as well.  Get one of the writs, make one of some of the items and see which one actually updates it but I promise one of them does it just doesnt have the word forged in it.

Ok...I've leveled up a bit BUT they were still asking for those "forged" pieces up till 40 which I am now. It's weird because if the rush order writs call for them I can just go to the other and level up a bit BUT on the next tier it's the other way around. I guess it's really no big deal but it still drives me crazy wondering....lol. Tried everything you guys suggested too!

Guess I must send a strongly worded letter to SoE.....in my best cursive lol.....thx though guys

Yeah I've found that too.

The item they ask for doesn't match the item you have to make, they take a bit of licence with the naming in writs.
