Rallosian Terror proc

This is the proc on the weapons from Soren, and now in Plane of War. It currently doesn't stack from multiple people, it only stays on the mob until someone else proc's it then yours gets removed.

Can we fix this so that it stacks from multiple casters?

The issue could also be that this proc and the "Aftermath" proc (also from Soren/PoW) are overwriting each other.
