In transmuter crafting, it takes 6 fragments to make one adornment, yet only 2 powders(and you get a powder back for pristineing) so like, 1 powder to 6 fragments, atm my adorner has over 300 powders and not one fragment, I've actually had to buy fragments to make adornments even after transmuting every 80+ treasured I've gotten off all my toons.

Also, when you fail a transmute on an 80+ legendary, it gives you a powder, when you "suceed" a transmute on a 80+ treasured, it gives you a powder. there is an overflow of powders and not nearly enough fragments, could it please be made so the amount of powder vs fragments needed be switched, or at least cut the amount of fragments needed in half?

You can change powders into fragments with a recipe added a few months ago.

there are 3 books for every "level" your more than likely only buying one. That is if you are discussing ADORNING, not TRANSMUTING... the 2 really go hand in hand.

Transmuting Distillations Volume X.... where X is the tier like the other ones. Get them from the lady on the BB docks.

go by it where you bought the other adorning books

You can buy them from the merchant who sells you the normal adorning recipe.

1 mana -> 7 infusion

1 infusion -> 7 powder

1 powder -> 7 fragments

9 fragments -> 1 powder

9 powder -> 1 infusion

9 infusion -> 1 mana

With those new recipes, it is actually easy to level up adorning skills without waiting for daily task or use up too many mats.  Just change powder to fragments, and fragments back to powder.
