I agree 100%. The faction gear from the Othmir is just very hard to justify using because they put 5% reposte damage instead of multi attack, crit chance, dps, or even +slashing, etc. on it.
I know it's similar with all scouts. But particularly on my Ranger. I try to never, ever be in melee range of anything unless I am behind it. Thus I almost never reposte anything.
