They also only give 1 of the currency, where the PoP harvesting quests gave 2, so that part should likely be looked into.
Meanwhile, the Elemental harvesting quests from the guild harvesters are now working properly. I was able to receive all 3 quests, and completed them. I even did some zone hopping while harvesting to be sure they worked in all overland zones.
