I've been watching this, and am currently on a random alt in her default adventuring loadout, no fancy mount gear, potions, etc.
She has a 14% rare harvest chance, and a 35% bountiful harvest, and has been raking in the rares hand over fist in Doomfire while on the crafting quest.
I'm not sure why you're not seeing them, but I've got almost 2 dozen from the 44 minutes I've been online, and I've only been harvesting about 1/3 of the time. :O
