SOLVED: I was using pre updated zone. I reset the zone buff stayed on. Sorry for the confusion ;o

According to my logs this happens after I pull up my Merc Zhugras. I try to reapply and the buff will not reapply. I remove merc from zone and I reapply the buff and buff stays. Call merc back in and buff drops. SO I cant use a merc (or maybe just Zhugras) in the zone.
Edit: I just tried without a merc and the buff is dropping off as soon as I attack any mob in the zone.
Edit of Edit: Further testing....It seems I have to pull then apply the buff then kill mob. I then have pull and reapply buff.
