Shared bank has always been ... odd ... about quest items. Things like the map of Old Tunaria for the What Lies Beneath line and the scary Eidolon tree for Gathering Obsession Beyond the Grave need to be out of shared bank before you hit the step where you need to gather those items, or you get none. It checks and sees that you theoretically have one and won't let you get another.
But normally it doesn't outright eat the ones in shared bank, unless the quest is checking inventory for extras and deleting them at the end of that step in the quest.
With regards to the charged stackable incense issue, as soon as I eat, I'll make sure to get a ton on the broker on beta for the interim, so folks can have enough to get through all the ghosts, while Domino and the crew figure out a fix. (I suspect that if we want it unlimited charges, we may have to settle for the non-stackable version we started with, but ...)
