If it helps, the quest from Taelonar (down in the gardens) is what you are looking for. While it is labeled as "tradeskill", you don't need to be a crafter...in fact, I did it on my adventurer before ever starting any of the tradeskill timeline (I happened to see the feather as I was running around during the signature line and didn't even realize it was considered tradeskill).
I'm not sure at what point he becomes available, but keep an eye out for him at the edge of the garden. Don't let the tradeskill label mislead, it's a useful quest for faction for everyone.
