Apparently the message in a bottle did not, in fact, get added yet. I've fixed that and the mail should get re-sent when it gets to beta.
Also, not sure what happened to the update note for this questline but it was supposed to read:
- An additional tradeskill questline has been added which is not tied to the Altar of Malice expansion. This questline is intended to grant some consumable recipes that should be useful at any level, and to guide new players towards more information about game features and other tradeskill quests. To start the questline, check your in-game mail once you reach tradeskill level 5. An additional quest will be offered each tier ending at 100, for 11 quests in total. The final consumable recipe rewards are not yet attached but the quests are ready for testing.
So yes, the recipe reward books are currently all empty of recipes, Caith will be adding the recipes in when he has time. But no reason the quests themselves can't be tested... once that message in a bottle shows up anyway!
