Not sure if you've found him since this post, I'm sorry I haven't checked back here till today. I found Kitkalla at Three Sisters (southern part of Death Weave) at 391.68, 169.48, -392.05
The problem is, if you do the quests out of order, (as I did before the beta went open to all and it might be fixed now), Kitkalla will show up in two places. Both at the Three Sisters location, and in the home camp next to the Elder. However, only one of them will respond to the appropriate quest info, and other sits there looking through you like you're invisible. Since I am past that part now, I can't tell if it's fixed or not.
