They are not missing it. From Doomsday onwards (maybe even before) you will NOT be able to create new toons and you will not be able to create new accounts.

Take your blindfold off and take a look.

That should solve the biggest worries the EQ2 community has at the moment. We do not want to interfere with long build ingame relationships. This is the current way we think about it.
