Short news:
From my start to paris my pings constant 30ms. From Paris to Washington the ping raise to 110ms.
From Washington to a subnet from SoE (64.*.*.*) the ping raise again up to 200ms.
Well, from my point, there is a routfault, not primary from soe, but on the other side of the sea
