Are you making sure you launch the LaunchPad as an administrator?

I would also make sure you have exceptions configured in your Windows Firewall or any antivirus/security software you might have present or disable them altogether.

Make sure to clear the Cache folder out as well (just delete it) when you initially run in to issues just to rule out a potential corrupt file.
