Therein lies the problem: it requires those other teams to do things in order for them to do it the right way. The platform team isn't exactly the most responsive or speedy; it's probably understaffed, potentially even moreso since the recent RIF.
They could probably do it in a less-than-ideal way which would involve less work on those other teams but that generally leads to problems down the road which is probably one reason they don't want to do it.
Other potential "solutions" like allowing you to have more than one character from a single account in-game simultaneously would probably be even more work. I'd imagine that restriction is probably coded in pretty deeply and also brings up other potential issues.
They could charge for account linking no problem -- I'd willingly pay $25 to have my two accounts linked so that I can share Heirloom items between them. Maybe if enough folks keep clammoring for it and they see enough of the allmighty dollar in it they'll allocate the necessary resources for it.
