There is a setting called "Do not save encrypted pages to disk" in the advanced settings of Internet Explorer. If this setting is enabled in IE9, Launchpad will not be able to connect to the login server.
This setting does not cause any problems when using IE8. I am not sure what has changed with IE9 but at least it is easy enough to work around.
Hopefully this information will help anybody else who experiences problems after installing IE9.

BTW, this crap borked every SOE game, and all of their support forums are lit with "cant log in" type posts, but no one has posted an accurate work around until I saw this one.
