What? That is the new playable vampire race, not an elf.
Some players have interpreted the Freeblood lore which has been posted as suggesting that you will choose an existing player to turn into a vampire, rather than rolling a new vampire character. Since vampirism, like lycanthropy and necrotizing fasciitis are all conditions rather than a borne race, it's not outside the realm of possibilities that this is how it would be implemented.
