Just cause you see the spam does NOT mean the effect was reduced.
The same thing is done with the templar 4 piece bonus. You can cast your buff, swap out your gear, and your group is sitll affected by the greater buffing provided by the 4 set.
Now, as soon as you zone, or someone goes out of range and back in for that buff, it drops back down to the current value. However the applied buff does not change, even though the value on the examine has.
You can verify this on the templar pieces by looking at the hp values of your group as you buff and swap gear.
